| NFL Network analyst Bill Polian has been involved in player evaluation for a very long time. He started as a scout for the Kansas City Chiefs way back in 1978. He was the general manager of the Indianapolis Colts from 1997-2009 and was responsible for scouting quarterback Peyton Manning. When he was asked who the second-best QB he ever scouted, he made Pittsburgh Steelers fans everywhere smile.
The Steelers make Roethlisberger their first-round pick back in 2004 and have never looked back. There have been a lot of quarterbacks come and go in the NFL since 1978, so it is high praise from a respected former NFL executive to put Big Ben as the second best during that stretch.
